Eligibility Limits for HOPE Scholarship Program

For the first time since 1995, lawmakers want to pass a bill that would limit who is eligible for the HOPE Scholarship program. House Bill 159, introduced by Georgia Democrat David Lucas, would set a $66,000 income limit to become eligible for HOPE, in order to offset the giant deficit that the program creates. Is this the right move?
